Dr. Steven Sierra Alcabes is a civic innovator and Lean Six Sigma Master Black Belt with over 18 years of experience transforming operations across government, defense, and mission-driven organizations.

As Process Engineer Officer for the City of Midland, he leads cross-departmental initiatives that have recovered and generated millions in revenue, streamlined operations, and established citywide programs for standard operating procedures, workforce development, and performance analytics. His leadership continues to modernize how municipalities function, from utility billing and procurement to organizational efficiency and citizen-facing services.

Previously, Dr. Sierra Alcabes served in the U.S. Army and U.S. Air Force, where he directed multimillion-dollar public health and risk management programs worldwide. He holds a Doctorate in Business Administration (DBA), a Master of Public Health (MPH), and advanced certification as a Lean Six Sigma Master Black Belt.
