In his current role as Process Engineer Officer for the City of Midland, he leads cross-departmental initiatives that have recovered millions in revenue, streamlined operations, and introduced AI-driven solutions across core city functions. His leadership continues to modernize how municipalities operate — from utility billing and procurement to performance analytics, operational efficiency, and workforce development.

Previously, Dr. Sierra Alcabes served in the U.S. Army and U.S. Air Force, where he oversaw multimillion-dollar public health and risk management programs globally. He holds a Doctorate in Business Administration (DBA), a Master of Public Health (MPH), and is certified as a Lean Six Sigma Master Black Belt.
